Hyde County EMS Deploys eVTOL for Live 911 Response

Hyde County Emergency Medical Services (EMS) has completed the first operational deployment of an electric vertical takeoff and landing (eVTOL) aircraft for routine 911 medical response in the United States, utilizing a Pivotal BlackFly to reach patients ahead of ground ambulances.

Announced in a joint press release on August 11, 2026, the milestone demonstrated a new model for rural emergency response. During one of two live emergency calls, the aircraft arrived approximately 20 minutes before a traditional ground ambulance, allowing a flight-trained paramedic to initiate Advanced Life Support (ALS) significantly earlier.

Operational deployment in rural North-America

Hyde County spans approximately 1,500 square miles of land and water, making it one of the largest and most geographically challenging EMS response areas in the state. To address these logistical hurdles, Hyde County EMS partnered with Code Blue Resources, Pivotal, and Akute Networks to integrate aviation directly into their first-response architecture.

Following more than 300 training sorties, Paramedic Quinn Reece piloted the single-seat eVTOL aircraft directly to the scene of two live 911 calls. Unlike traditional medical helicopters that require large landing zones and focus primarily on patient transport, the Pivotal aircraft is designed to land in small clearings near the patient. This allows the pilot-paramedic to deliver essential medical equipment, such as cardiac monitors and airway supplies, while awaiting ground transport.

“Every decision we make is about getting advanced care to our citizens faster. These missions proved that we can overcome distance, reach patients sooner, and redefine emergency response in rural communities,” said Brook Cox, Chief of Hyde County EMS.

Regulatory framework and aircraft specifications

The missions were conducted under Public Aircraft Operations (PAO) rules. The partners developed a specific concept of operations (CONOPS) for integrating eVTOL aircraft into emergency medical response, with Akute Networks serving as the Aviation Program Manager to establish the operational framework and flight procedures.

The aircraft utilized for the missions was a Pivotal BlackFly, classified by the Federal Aviation Administration (FAA) as a Part 103 ultralight vehicle. The BlackFly features simplified flight controls that facilitate the cross-training of paramedics and EMS chiefs, eliminating the need for traditional commercial pilot certificates for these specific public operations.

Pivotal CEO Ken Karklin noted that emergency medicine has historically measured response in miles driven.

“When a flight-trained paramedic can fly directly to a patient rather than drive around rivers, farmland and other geographic barriers, advanced medical care begins sooner. This is an entirely new approach to first response,” Karklin stated.

We view the Hyde County deployment as a highly pragmatic approach to early Advanced Air Mobility (AAM) integration. By leveraging the Public Aircraft Operations framework and a Part 103 ultralight aircraft, the operators bypassed the lengthy and complex Part 135 certification process currently gating commercial eVTOL passenger operations. This model shifts the aviation medical paradigm from heavy, expensive patient transport to rapid, lightweight paramedic insertion. If scalable, this “First-to-Patient” strategy could provide a viable near-term use case for single-seat eVTOL Manufacturers while delivering immediate public safety benefits to rural communities.
